Why is the created_at timestamp less than the email received_at?

The webhook message.created was sent before the email was received.

This is due to the time on a mail server being incorrect, inspect the header of the email and you will find one of the receiving email servers has the incorrect time.

Example:

Tue, 23 May 2023 13:25:54 +0000'), MessageHeader(name='Received', value='from smg.xxxxxx.gov.uk (smg.xxxxx.gov.uk [193.62.43.16]) by relay.mimecast.com with ESMTP with STARTTLS (version=TLSv1.2, cipher=TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384) id uk-mta-188-58BZ1owQOvKk3Y1GJjwbyw-1; Tue, 23 May 2023 14:25:49 +0100')

You will need to raise this with the mail administrator.
